While significant, this investment is dwarfed by commitments from global competitors.<\/p>\n\n\n\n<p>The US CHIPS Act has pledged 50 billion US dollars to incentivise domestic chip production for supply chain security, while South Korea announced tax deductions of up to 35 per cent, saving over \u20a93.6 trillion (2.82 billion US dollars) in 2024 tax payments. <\/p>\n\n\n\n<p>Meanwhile, China\u2019s investment clusters have positioned it as one of the largest semiconductor markets in the world.<\/p>\n\n\n\n<p>\u201cGiven the current global situation, collaboration in Europe is crucial,&#8221; says Antanas Laurutis, CEO of Altechna, an international laser optics manufacturer based in Lithuania.<\/p>\n\n\n\n<p>&#8220;We need a long-term strategy, one that could dissolve internal barriers and allow collective management of the talent base. This is especially important when new market players are emerging in Saudi Arabia and Southeast Asia. Now, we have to compete with other markets rather than within.\u201d <\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Fragmentation, bureaucracy and policy gaps threaten competitiveness<\/h5>\n\n\n\n<p>Although EU Chips Act investments are being complimented by over 100 billion euros through programmes such as Horizon Europe and Digital Europe and the national investments of member states, a lack of coordination among national policies and financing tools is causing fragmentation. This limits Europe&#8217;s competitiveness and prevents the creation of large investment pools for innovation.<\/p>\n\n\n\n<p>According to a perspective published by&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC8M4YXQ-2Fd31p-2BBYHO34EPqOQkAMh59GgFIFv7hW74O94Y4A1u4Ylp1EE4lOqFTD5wRsSL968YeNgwAyRNGGtrs4-3Dwngu_RSmWOI3fPdFDxAydigDPQ6IfaVlBH1qGhZooGLXc9UVf8m6x3ExSQ2TFvGD5Vch6XWCYKaPhgJf945eudUKwzBE2lXjJ6NZj62686ewo6cgfj6g87xTDr1jrCFkq4rH4LAUzRiepfFKITMdNnQycJ-2BTLRBgKaKKe3zxNIIiICQLCvNKs7mXFx7DOlufpJigAE-2Fzo02tVac6S0aq-2Fdb8i3mDCiG0ueDWjAbRyRWAuqIBl9z2rdQA8V9F7IOMZiqSAKmdDPCHaos0iVC9HUdwFuLiwQYrTN-2B2E4oFqtERN-2Bz5xmNfi5K2Qi6B8BpxYbK3MV0dbwyqc2r0UhtjwZrb4w1CypWwiNXeuCYkC7Ee98Yw-3D\" target=\"_blank\"><u>Interface<\/u><\/a>, if Europe were to double its market shares by 2030, it would need better policy objectives, localised investments, and a better understanding of the semiconductors ecosystem at the national level of member states.<\/p>\n\n\n\n<p>There are signs of progress at the national level. The Netherlands recently announced a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC09QPUjNX56ydnPtwnTU871zwLl0hKKjlz51LWiLncqp-2B2hhA1ICa318yvuCwuyapXNUC62GS3Xg43NKEtdUE6quh8ldamGl-2BAj-2Bg1Cf5LG8Oxpz2fJ2X9YTaaE2Y4zsFLeVh3YQExgymWJyWBUI0bAzbt4Pfj869EgIByUvCdC-2Bz1cOIDOMR7rRo-2FZQm3aJ3Wfn54ddNbO1B-2F6dvPvbEGk-3D_PyL_RSmWOI3fPdFDxAydigDPQ6IfaVlBH1qGhZooGLXc9UVf8m6x3ExSQ2TFvGD5Vch6XWCYKaPhgJf945eudUKwzBE2lXjJ6NZj62686ewo6cgfj6g87xTDr1jrCFkq4rH4LAUzRiepfFKITMdNnQycJ-2BTLRBgKaKKe3zxNIIiICQLCvNKs7mXFx7DOlufpJigAE-2Fzo02tVac6S0aq-2Fdb8i3lBvj5YTcU-2B0jnDJCqqZ3ZMW-2FOADTlAoPjoGniLBVNnDWBwdMo1VTssP0eToo8kLVxzqV0Efqb-2BqjSf64iqlgCqos23dXKI172HpDQQRPw7UMIy8-2BbUEOdTTXxwPB2OMA65MgBWRfwFKXa6U8A3KLY8-3D\" target=\"_blank\"><u>2.5 billion euros<\/u><\/a>&nbsp;investment in Brainport Eindhoven to strengthen the chip industry and its attractiveness in the country. The government also allocated an additional 472 million euros specifically for talent development, showcasing an established national strategy.<\/p>\n\n\n\n<p>Laurutis points out that similar efforts should be more widespread around the EU.<\/p>\n\n\n\n<p>&#8220;A few success stories and projects aren&#8217;t enough,\u201d he adds. \u201cDespite that, it\u2019s a good example to follow\u2014this governmental initiative was based on a clear analysis of the sector\u2019s ecosystem, and there is an emerging hub in Europe now. We can\u2019t stop there, and more potential cities or regions with the infrastructure, expertise, and much-needed talent could drive innovation.\u201d<\/p>\n\n\n\n<p>Altechna, headquartered in Lithuania, has shown how smaller EU regions can play an essential role in global supply chains. The company recently expanded to the US with the acquisition of Alpine Research Optics, underscoring the potential of smaller ecosystems to drive innovation and compete globally.<\/p>\n\n\n\n<p>However, national strategies are not optimised yet and progress is slowed due to bureaucratic reasons. Lithuanian company Teltonika recently announced that it will halt construction of its 3.5 billion euros semiconductor facility at Mol\u0117tai, north of Vilnius. Teltonika\u2019s CEO Arvydas Pauk\u0161tys announced there is \u201cno hope\u201d of securing electricity needs by 2027 and processes have been extended for too long.<\/p>\n\n\n\n<p>After the problem has been made public, Lithuania&#8217;s then prime minister, Ingrida \u0160imonyt\u0117 and the project&#8217;s stakeholders\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC8PgBjMiZkUiG2FjIR1MIdvgN99XZRqvN-2BJGMKmd5fmlcn8mSgWCnUB-2BplSRWV7a7YABoKsRfTCJ5EK5bvInBlJ4pP7WgjVfthoDUI7OacjWxfOA-2BGHmrqcJZQbPGhlEWiKUWKvsdiSKNNEI4Wc6L5Q-3DOqYT_RSmWOI3fPdFDxAydigDPQ6IfaVlBH1qGhZooGLXc9UVf8m6x3ExSQ2TFvGD5Vch6XWCYKaPhgJf945eudUKwzBE2lXjJ6NZj62686ewo6cgfj6g87xTDr1jrCFkq4rH4LAUzRiepfFKITMdNnQycJ-2BTLRBgKaKKe3zxNIIiICQLCvNKs7mXFx7DOlufpJigAE-2Fzo02tVac6S0aq-2Fdb8i3sOvCGfYLZsucJ0Do9KvK79y8xNDY0HgN2hOpEMbvcWgv3qPhxMQCMLyLHCqdMj5YR6gzibf7voZpCzztAMte8-2FCI9bvNmTJ5TT1cGBbdt-2FJnXC7Ne8LUUNQxqRpdni47FvdYRz1S6gDfhGiu57REVo-3D\" target=\"_blank\"><u>agreed<\/u><\/a>\u00a0that bureaucratic hurdles are a problem, and that a solution would be found &#8220;within weeks&#8221; to restore \u201ca project of great importance for Lithuania\u201d.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Europe might lack over 350,000 semiconductor professionals by 2030<\/h5>\n\n\n\n<p>Bridging the talent gap remains a challenge in the European semiconductors sector, as it is estimated that around 350,000 professionals&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC6f8TbuurH2q-2FMPIuOJMAXAvr4eKd9ny9ZfCq2EY0d8COIFHX4Jz6reRDswExTrLv7f-2BiVrwRM2edonW4L0HTgxfNvo0V1c0IIqIFhWzc-2Fcwt-2BWqJffQKdx0Y9NsCWsyBE4JCInBmuhcoBqNRGejFhE-3DZ3jv_RSmWOI3fPdFDxAydigDPQ6IfaVlBH1qGhZooGLXc9UVf8m6x3ExSQ2TFvGD5Vch6XWCYKaPhgJf945eudUKwzBE2lXjJ6NZj62686ewo6cgfj6g87xTDr1jrCFkq4rH4LAUzRiepfFKITMdNnQycJ-2BTLRBgKaKKe3zxNIIiICQLCvNKs7mXFx7DOlufpJigAE-2Fzo02tVac6S0aq-2Fdb8i3hUVL6QMQA4pf9IMyr-2BbQu-2FE3Y9iaJ119cSobemkIUAme29QfJkOHd-2BAl2dOsKitm2eYMOEB6jVrO-2BneZJCQn-2Fv-2BOeVlXG9PE3Ytd-2FUoazUpGU52g7VwJDG1xguDbZ9AVF8pZzw-2Bi67zJ6ftVmDinOk-3D\"><u>will be needed<\/u><\/a>&nbsp;by 2030.<\/p>\n\n\n\n<p>\u201cWe\u2019re sure more hubs that could improve Europe\u2019s sovereignty in the global market already exist. They just need more recognition and investments to live up to their full potential, not only privately, but also by governmental initiatives.
